Recently, five departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration jointly issued the \"Guiding Opinions on Promoting the Construction of Zero-Carbon Factories\" (hereinafter referred to as the \"Guiding Opinions\"). These guidelines aim to fully exploit the potential for energy savings and carbon reduction in the industry and information technology sectors, to drive carbon reduction and efficiency improvements in key industries, as well as to foster the development of new forms of productive capacity. The Guidelines state that the construction of zero-carbon factories should follow four principles: tailoring measures to specific industries and advancing efforts in a systematic manner; driving progress through innovation and leveraging technology; minimizing emissions wherever possible and continuously improving performance; as well as ensuring uniform standards and transparency. A phased and gradual approach will be adopted, with priority given to industries that have an urgent need for decarbonization, rely primarily on electricity for energy consumption, and face relatively lower challenges in achieving decarbonization. These industries will serve as a starting point for exploring relevant planning and design, energy supply, process technologies, management practices, and business models. Once the conditions are ripe, efforts will be extended gradually to industries with high carbon emission intensities and greater difficulties in decarbonization. Starting in 2026, a number of zero-carbon factories will be selected to serve as benchmarks and role models. By 2027, a number of zero-carbon factories will be developed and established in industries such as automobiles, lithium batteries, photovoltaics, electronics and electrical appliances, light industry, machinery, and computing infrastructure. By 2030, it will be gradually extended to industries such as steel, non-ferrous metals, petrochemicals, building materials, and textiles, in order to explore new ways for traditional industries with high energy consumption to achieve decarbonization. The Guidelines detail the approach to building zero-carbon factories: first, improve the carbon emission accounting management system to ensure accurate carbon calculation ; Second, accelerate the green and low-carbon transformation of the energy consumption structure, increase the use of renewable energy and the level of electrification, in order to reduce carbon emissions at the source ; Third, improve energy utilization efficiency, accelerate technological upgrades and equipment replacement, and achieve decarbonization in the production processes ; Fourth, conduct carbon footprint analyses of key products to encourage all parties along the entire industrial chain to implement energy-saving and carbon-reduction measures, thereby achieving coordinated carbon reduction ; Fifth, it is to improve the level of digitalization and intelligence by carrying out precise measurement and detailed management of energy consumption and carbon emission data, thereby achieving intelligent carbon control ; Sixth, carry out carbon offsetting and information disclosure to achieve zero carbon emissions and continue to make improvements. The release of the \"Guiding Opinions\" is of great significance for promoting technological changes in industrial enterprises’ production processes and the optimization of their production methods, significantly reducing carbon emissions, strengthening the green manufacturing sector, and developing green productivity.
