On May 14, a tender was issued for the feasibility study services related to the project of connecting green electricity directly to the refining and chemical processing facilities at Dalian Petrochemical Branch (Xizhongdao). Project Overview: This direct green electricity connection project is of the grid-connected type. During the feasibility study phase, wind power plants, photovoltaic power plants, energy storage facilities, transmission lines, and related supporting infrastructure are planned to be constructed. The estimated investment amount is 4 billion yuan. The location of these facilities will be within a radius of about 30 kilometers from the integrated project site. The green electricity will be directly connected to the 220/66kV main substation located within the Dalian Petrochemical Xizhongdao integrated project site. The integrated project will be responsible for designing the scheme for integrating this electricity supply into the grid system, following the principles of integrated design for power generation, transmission, consumption, and energy storage, with further optimization of the scheme carried out as needed. Scope of the tender: Completing the feasibility study report, assisting the client with the necessary procedures, and obtaining approval through various levels of evaluation within the group. The construction plan shall be prepared in accordance with the \"Interim Outline for Formulating Construction Plans for Green Power Direct Connection Projects in Liaoning Province\", and efforts shall be made in collaboration with the project owner to obtain the necessary approvals and authorizations for the project, so that it can be included in Liaoning Province’s list of green power direct connection projects. The Sinopec Dalian Petrochemical (Xizhongdao) integrated refining and chemical project will involve the construction of a refinery with an annual capacity of 10 million tons, as well as a plant for producing 1.2 million tons of ethylene per year, along with associated downstream chemical processing facilities. Downstream products include 1 set of PP plants with an annual capacity of 400,000 tons, 2 sets of FDPE plants with an annual capacity of 450,000 tons each, 1 set of LDPE plant with an annual capacity of 300,000 tons, 1 set of POE plant with an annual capacity of 200,000 tons, and 1 set of CHPPO plant with an annual capacity of 300,000 tons. The refining and chemical integration project of Dalian Petrochemical Company of China National Petroleum Corporation (Xizhongdao) is the first large-scale case of a refining and chemical enterprise being relocated and rebuilt in China. With a total investment of 68.5 billion yuan, construction is scheduled to begin in 2026.
