Why is the compressor unloading valve loaded without air?

Theoretically, in the absence of wind or under abnormal conditions, having wind load is beneficial for safe operation; once there is no wind, the compressor will be in an unloaded state
The loading of the unloading valve and that of the compressor are exactly opposite to each other; no-air loading means that the unloading valve does not function when there is no wind, while the compressor remains under load
Wind loading is more beneficial for safety; just like pneumatic diaphragm check valves, an FO (fail-open) type should be selected.
Theoretically, wind loading is better for the process; what about the manufacturers’ manufacturing experience? Are there any from manufacturers?
