I have a question about unloaders for everyone

The built-in unloader of the compressor in our workshop is no longer needed; we simply replaced the intake valve with a circular sleeve (with a wall thickness of 20 mm and the same height as the original valve, which perfectly fills the space occupied by the old valve). Visually, it seems as though one intake valve is missing! Why can the new unloader adjust the load? It’s missing a gas valve, which doesn’t that mean some of the gas goes back to the buffer tank? .
What is a ring sleeve? Is it equivalent to short-circuiting this air valve? Then this working chamber doesn’t have any workload, meaning it’s unloaded?
