There’s a problem with your description; the rotating ring is a mechanical seal that rotates along with the shaft. Since the oil seal in the bearing housing is already a labyrinth seal, how can there still be a moving ring?
What he meant is probably an ordinary oil seal. This oil seal is fixed to the shaft using set screws, so as to move at the same speed as the shaft; centrifugal force is used to throw the oil into several ring-shaped grooves on the bearing cover. There is a small hole at the bottom of these grooves, through which the lubricating oil flows back into the bearing housing, thereby preventing oil leakage. This is neither called a labyrinth seal nor a moving ring. If it’s loose: 1) Generally, replace the set screw (or sharpen the tip of the set screw), and then tighten it again. 2) If the gap between the oil baffle ring and the shaft is too large, the oil baffle ring needs to be replaced.
