The handwheel of the valve has been removed; as the valve had not been used for a long time, rust had formed inside it. The operator tried to turn the handwheel with force, which caused the gear teeth inside the valve to break. Aren’t the actuator and the lower bracket still connected by bolts?
That’s exactly the part you’re talking about – it can’t be removed; neither pipe wrenches nor hammers work to take it off.
