Oil heater for screw compressors

The location is Zhejiang. The oil heaters of the two York screw chillers in my area have burned out one after another (after taking them apart for inspection, the heating elements were completely black). The electrical department in charge has requested that insulation be added to the oil systems. But with dozens of ice machines in our factory, I’ve never heard of anyone whose oil needs to be insulated Although I subjectively don’t think it’s a problem of insufficient insulation, I’m unable to identify the exact cause. I hope the seniors can offer some guidance!
If it is assumed that the electric heater burned out due to prolonged operation, that seems a bit far-fetched~~~~ It’s recommended to measure the electrical conductivity of the liquid phase in the gas-liquid separator; there’s a possibility that a short circuit caused the burnout~~~~ And if indeed the power of the electric heating element is insufficient, it’s not too difficult to replace it with one of higher power~~~~ As for insulation, well…
