Fault in the low-pressure speed control valve

What causes a low-pressure speed control valve to act automatically suddenly? When it is at full open, suddenly reducing the flow rate causes surging in the compressor.
Could it be a problem with the instrument that is causing the control valve to malfunction? Check it out!
I checked, it’s fine. It is now suspected that there is a mechanical failure with the valve, but without a professional, it cannot be fixed at the moment.
Is the low-pressure governor valve of the steam turbine malfunctioning? There’s nothing to go on from; one can only make guesses~~ It’s likely that the throttle spool is stuck.........
