What are the two pipes indicated by the arrows on the turbine in the diagram?
The sealed air pipe is used to seal the bearing lubricant between stages and prevent oil leakage.
The one below is the pressure tapping pipe for the air-sealed steam (coming from after the fourth stage); the one above has an unknown destination, and it is likely to be a balance pipe for the condenser
It should be the one below; the diagram shows that the area above the arrow is the maze seal, right?
The shaft seal steam here is low-pressure steam supplied from outside
