Do forklifts, being special equipment, require registration?

Reputable companies all have registrations for their special equipment. What you might be seeing is a situation where the company doesn’t want to spend the money on such registrations, or it uses unregistered, illegal forklifts that were acquired from elsewhere. Forklifts are considered special equipment used in factories, and registration for such equipment is required; moreover, the operator must hold a relevant certification for operating special equipment.

There are eight categories in total: boilers, pressure vessels, pressure pipelines, elevators, vehicles used specifically in industrial facilities, large-scale amusement facilities, lifting machinery, and passenger cable cars – all of which require registration and regular inspections!

Our company is in the petrochemical industry, and we have special equipment such as pressure vessels, pressure pipelines, boilers, and cranes. All of these have been registered, and the operators possess the necessary certification cards. Recently, our boss acquired a closed-down company; one of the forklifts there was given to us to use. It’s not about the documentation – what documents are required to register a forklift? :)

Registration is required. The documents needed for forklift registration are: 1. “Usage Registration Form” (2 copies)； 2. A document showing the unified social credit code of the using entity, or an identity proof (applicable to special equipment owned by individual citizens) ； 3. Certificate of conformity for special equipment products (including product data sheet) ； 4. Certificate of supervision and inspection for special equipment (For special equipment for which a preliminary inspection before use is required by safety technical regulations, the report of that preliminary inspection must be submitted) ； 5. Documentation proving the quality of the modifications and certificates of supervision and inspection for those modifications (applicable to modification changes) ； 6. Original registration certificate, inspection report after relocation (applicable to relocations within this jurisdiction) ； 7. “Certificate of Change for Registration of Special Equipment Use”, the original registration form marked with an cancellation indicator, and the inspection report after relocation (applicable to relocations across administrative districts) ； 8. “Certificate of Change for Registration of Special Equipment Use”, the original registration form marked with an cancellation indicator, and periodic inspection reports within their valid period (applicable when the entity changes) ； 9. Original registration certificate and proof of change in company name (applicable for name changes) ； 10. Safety assessment report or inspection compliance report, document approved by the person in charge of safety management at the user unit and authorized by the principal responsible person (applicable to changes beyond the designed service life) ； 11. Application for administrative license.
