What is the process for purchasing through price comparison? Which department should be responsible for finding multiple suppliers?

The sales or technical department submits a request, after which procurement, technology, or both work together to find a supplier that can meet the requirements. If the bidding process is not followed, it’s simpler. Quotation → Price comparison → Negotiation; once the final price is approved by the procurement approval department, go ahead and purchase it!
