York YGWS130A has difficulty starting in cold weather outdoors

Hello everyone. I have a York YGWS130 refrigeration unit installed outdoors. The ambient temperature can drop as low as -12°C in winter, and sometimes it is difficult to start the unit; it keeps showing an excessively low evaporation pressure. What could be the reason? The manufacturer requires the cooling water temperature to be above 18°C; even after steam is introduced to maintain this temperature, startup failure may still occur sometimes. Could you advise on how to solve this?
Reduce the outlet valve of the compressor slightly to increase the exhaust pressure appropriately.
Do you want cooling or heating? There’s a trick to this. Also, what is your boot order?
Cooling: normally 7/12 degrees Celsius. At startup, enable the circulation of chilled water and cooling water first, then start the unit.
1. When the outside temperature is low, it is not necessary to use a chiller; heat exchange can be achieved through plate exchangers and cooling towers. It saves power and is easy to use. II. Your chiller may not be the type designed to operate at low temperatures. I suggest using plate heat exchangers in low-temperature conditions; the electricity savings will be enough to cover the costs of technical upgrades.
