Dry gas seal issues in alkylated refrigeration compressors

In the alkylation unit, the primary seal of the refrigeration compressor’s dry gas seal as well as the pressure difference across the balance tube remained above 100 kPa before the shutdown; however, after restarting following this shutdown, the pressure difference failed to rise and stayed between 50 kPa and 70 kPa. I seek help from experts. What is the principle behind the additional level of sealing and balancing the pressure difference in the pipe?
Is it the high pressure in the balance tube that has caused the pressure difference to decrease? There should be a pressure gauge for the balance tube on site
