The maintenance man said it was the choke ring of the mechanical seal, but I don't quite understand.

It should be the oil slinger ring that prevents the mechanical seal from leaking. The medium enters the bearing box along the shaft and usually rotates with the shaft. However, in your photo, it looks damaged.
