Operator responsible for angle control in bolt tightening requirements

We have a compressor that needs maintenance; the bolts on the large cover are M48, with a required torque of 23 m.dan and a twisting angle of 37°. Should it be tightened to 2300 Nm first and then rotated by 37°, or tightened by 50% before rotating? For some compressors, only angle requirements are specified – how should one proceed in such cases? I would appreciate your advice.
I’ve never encountered this before. Is there a manufacturer’s manual?
