How should we understand the meaning of \"flat cover\" in the provisions regarding the main pressure-bearing components of fixed pressure vessels, as outlined in TSG 21-2016 \"Regulations on Safety Inspection of Fixed Pressure Vessels\"? Are flange covers with a nominal diameter of less than 250 mm included?

According to HG/T20592, flange covers with a nominal diameter of less than 250 mm should be classified as part of the flanges, thereby avoiding confusion with \"flat covers\". There is no standard definition for TSG21, so it’s really difficult to determine. In fact, a flat cover also belongs to a type of end cap. Personal understanding……
The flat cover is a component of the equipment housing; refer to the relevant sections of GB150. The manhole cover belongs to the equipment flange, while the flange cover of the pipe connection handhole belongs to the pipe connection flange.
According to HG/T20592, aren’t flange covers with a nominal diameter greater than 250 mm also classified as flanges?
The flange cover should belong to a pipe flange, right?
Think of it as a “flat head”!
Not included – isn’t the boundary of a pressure vessel defined by the flange sealing surface?
Whether or not they are included in the flange, flange covers with a nominal diameter greater than 250 mm are primary compression elements
