The signal hole can serve as a warning in case of leaks at the welds during use, so it must not be blocked while in use. Under this understanding, the signal hole should be placed at the lowest position, which would be on the lower side of the vertical center line.

The signal hole for the reinforcement ring of pressure vessels must be located at the lowest point of the shell. It’s the first time I’ve heard that large storage tanks are required to be placed on the side. In my opinion, the inlet and outlet pipelines of such tanks are located at relatively low levels; placing them on the side is likely to facilitate observation.
It’s indeed a bit confusing to see two different standards, but large storage tanks also have many high-positioned interfaces at the top (for example, the overflow ports are definitely located at a high height). Puzzling
It is still better to place it below the reinforcement ring, so that in the event of a leak, it can be detected and addressed immediately.

This requirement is unconventional; if there is a leak, by the time it is detected through the leakage hole, some time has already passed since the leak started, which undermines its role as a signal hole. I hope to hear a reasonable explanation.
