How is the drum volume determined?

Generally, how is the volume of the drum in a waste heat boiler determined? I calculated the volume based on the standards, and it turned out to be half of the volume shown in the design institute’s engineering drawings. Why is that?
It has not been taken into account whether there are heat exchange tubes inside the drum of the waste heat boiler.
Where did this standard come from?
