To the Market Regulation Bureaus (Departments/Commissions) of various provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as the Departments (Commissions/Bureaus) of Housing and Urban-Rural Development, Public Security, Transportation, and Emergency Management: In accordance with the requirements set out in the \"Work Plan for Implementing the Important Instructions to Address the Difficulties in Rural Governance\" (Zhongnongfa [2020] No. 8), five departments – the State Administration for Market Regulation, the Ministry of Housing and Urban-Rural Development, the Ministry of Public Security, the Ministry of Transport, and the Ministry of Emergency Management – have decided to carry out a joint special campaign aimed at ensuring the safety of liquefied petroleum gas cylinders and bottled liquefied petroleum gas from October to November 2020, in order to effectively address the problem of \"unregistered cylinders supplying illegal liquefied petroleum gas, which poses challenges to safety management.\" The relevant matters are notified as follows: 1. Carry out special rectification efforts to improve safety management levels. (1) Special rectification for the safety of liquefied petroleum gas cylinders. Local market supervision departments should, building on the special enforcement efforts regarding liquefied petroleum gas cylinders carried out in 2019, conduct follow-up inspections of these efforts. They must compile monthly statistics on the number of liquefied petroleum gas cylinders and filling stations, among other information, and forward this data to the corresponding housing and urban-rural development departments (gas management agencies). “In the review, emphasis is placed on checking the status of rectifications for the issues identified during the special remediation efforts carried out in 2019. It also involves tracking whether LPG cylinder filling units have completed the registration procedures for the cylinders they fill, as well as whether they conduct safety inspections and keep records of these cylinders before and after filling. Additionally, it is checked whether cylinders that have exceeded their expiration date are sent for regular inspection or scrapped ； Supervise and inspect the inspection processes and quality of liquefied petroleum gas cylinders at the inspection stations, as well as the effectiveness of the deactivation treatment applied to cylinders that have exceeded their designed service life or those that are intended for disposal ； Strictly inspect cylinders filled with \"unregistered cylinders\" (cylinders that have not been registered for use with the respective organization), refurbished cylinders, cylinders that have not been inspected within the required time frame, cylinders that have failed inspections or have been declared unusable but have not had their functionality removed, as well as \"screw-on cylinders.\" The use of cylinder valves that are defective or beyond their service life is strictly prohibited. (II) Special rectification of LPG business entities. Housing and urban-rural development departments (gas management departments) in various regions shall issue gas operation licenses in accordance with the law, and strengthen supervision and inspection of the production and operation activities of liquefied petroleum gas enterprises. Strengthen ongoing and post-transaction supervision of enterprises that hold licenses to operate liquefied petroleum gas; in the event of any violations of regulations, order them to make corrections within a specified time frame ； Those that still do not meet the legal requirements after rectification will be resolutely removed from the market in accordance with the law. (III) Special rectification of bottled liquefied petroleum gas. Transportation regulatory authorities should strengthen oversight of road transportation enterprises that carry bottled liquefied petroleum gas as hazardous goods, as well as of the vehicles used for such transport. The emergency management department shall, in accordance with the law, guide or take the lead in the investigation and handling of safety accidents related to liquefied petroleum gas production. Public security agencies should actively cooperate with relevant departments in carrying out rectification efforts regarding bottled liquefied petroleum gas, and pursue criminal liability in accordance with the law for those suspected of committing crimes. All departments must work together to strengthen cross-regional law enforcement cooperation, and take strict action against illegal activities such as the operation, filling, and transportation of bottled liquefied petroleum gas, as well as the refurbishing of used or scrapped liquefied petroleum gas cylinders. Cases suspected of constituting crimes shall be referred to the judicial authorities for handling, in order to firmly curb any illegal and irregular behaviors. II. Establish long-term mechanisms to consolidate the achievements of the special rectification efforts (1) Strictly implement the planning and layout of business sites. The housing and urban-rural development department (the gas management department) shall, in conjunction with relevant departments, organize the formulation and implementation of gas development plans, specifying the layout, construction schedule, and protection areas for facilities such as liquefied petroleum gas filling stations and supply stations. It shall also put forward measures to ensure the supply of liquefied petroleum gas as well as safety measures, strengthen the development of emergency response systems, and foster a liquefied petroleum gas supply market that is well-structured, competitive in a orderly manner, of appropriate scale, reasonably laid out, safe and reliable, and capable of meeting demand, so as to enable the public to use this gas safely and with confidence. (II) Promote the improvement of information management systems for liquefied petroleum gas cylinders. The market supervision authorities shall, in accordance with the requirements of the \"Notice from the General Office of the State Administration for Market Regulation on Accelerating the Development of a National Tracking System for the Quality and Safety of Gas Cylinders\" (Shijian Tese [2019] No. 69), urge LPG cylinder manufacturers to complete the establishment of a platform for disclosing product manufacturing data information as planned, as well as to install electronic identification tags on cylinders before they leave the factory. Encourage LPG cylinder filling units to establish a safety tracking system for cylinder filling, and to install electronic identification tags on the cylinders they fill in order to keep records of their use. Hebei Province, Changzhou City in Jiangsu Province, and Hangzhou City in Zhejiang Province are to complete the pilot development of a public service platform for filling data information of liquefied petroleum gas cylinder filling units as planned. III. Strengthen organization and implementation to ensure the effective enforcement of rectification measures (1) Take a comprehensive approach. Relevant departments should strengthen organizational leadership, formulate practical implementation plans based on the actual conditions of their respective regions and in line with this year’s work schedule, and carry out proper mobilization, planning, and preparatory work. During the rectification process, it is necessary to focus on addressing the challenges in rural governance while also taking into account the situation in urban areas. Concentrate specialized resources to carry out coordinated actions in accordance with the implementation plan, strictly investigate illegal and irregular activities, and eliminate potential accident hazards ； In the case of major potential accident hazards, it is necessary to report them to the local ** and the safety committee, to strengthen supervision and follow-up, to make timely corrections and close out such issues, to resolutely crack down on illegal activities in accordance with the law, and to provide regular updates on the progress of these efforts. (II) Promotion and guidance. Relevant departments should step up their promotional efforts, making full use of media such as television, newspapers, and the Internet to widely disseminate knowledge regarding the safety of liquefied petroleum gas cylinders and bottled liquefied gas. They should also expose promptly a number of serious violations of regulations and laws as well as typical accident cases, in order to help the general public enhance their safety awareness and foster a positive atmosphere of social oversight. (III) Timeline. In accordance with the requirements of Document No. Zhongnongfa [2020] 8, during the period of the special rectification campaign, the provincial departments in charge of market regulation, housing and urban-rural development, public security, transportation, and emergency management are requested to organize the lower-level agencies at the municipal and county levels in their respective provinces to carry out the relevant work. Additionally, these provincial departments are required to submit a summary of the work carried out in their respective regions and sectors for that month by October 20 and November 20 (the report for November shall also include a summary of the special rectification efforts), along with the “Statistical Table on Information Related to Liquefied Petroleum Gas Cylinders” (see attachment), to the local provincial department in charge of market regulation. The provincial department in charge of market regulation shall then submit this information to the State Administration for Market Regulation (Special Equipment Bureau) by the 25th of that month.
