Our company has been developing vacuum powder insulated storage tanks on its own since 2013; the outer shell is made of Q345R (GB713-2008) while the inner shell is made of S30408. Production has been intermittent, which is why the work isn’t completed yet, and type tests have also not been carried out. This year, we plan to finish the type tests, but there are issues with the materials. The current standard for Q345R is GB713-2014, yet the Q345R material used for the outer shells of the prototype tanks still conforms to the GB713-2008 standard. Can this outer shell material be used? Are there any other ways?

This isn’t a major issue; it is used as a vacuum-insulated enclosure to protect the vacuum space. Since it is a prototype, coordinating with the relevant inspection team should not pose any problems.
Go to the boiler inspection office and ask; it can be simple or complicated.
I haven’t dared to ask yet; special inspectors definitely don’t want to take any risks, as it might end up ruining everything. Additionally: Can the prototype be sold after passing the type test? If selling is involved, then it becomes a big problem
I think the material standards should identify the differences, and then compare them in order to convince people with logic
You must first communicate with the special inspector; if they don’t agree, there’s nothing that can be done. However, as a casing material, the requirements are not high, and it is possible to compare the differences between the actual material and the new standards; based on the design requirements, it should be feasible to use an alternative.
It’s no big deal. The standards for Q345R steel plates in version 08 are similar to those in version 2014. Mainly, the impact energy has seen some improvement.
Based on the material quality certificate, compare it with the 2014 standards and provide a compliance statement
Talk to the local supervision agency for cooking equipment – this material should be fine; many factories order large quantities of materials that they don’t use up, and it’s allowed to use those leftover materials later
