The impact is not severe; of course it does not meet the standard requirements. However, repairing it is troublesome, and the repair results may not be good, and it could also affect the overall quality of the equipment. The main purpose of placing the signal port at a low point is to enable early detection of leaks; for this device, it is acceptable to compromise on this aspect.
Well, if there’s no signal, then it’s impossible to know if there’s a leak in the fillet weld.
Then regular checks are required.
Reworking will affect the overall structure
This signal hole is used for a gas-tightness test. Pay attention to this. The standard states that it should be placed at the lowest point of the housing, just for ease of monitoring; I don’t think there’s any need to change that.

The signal hole is normally located in the lowest position; strictly speaking, this is not acceptable. However, in practice, it can be considered a minor defect. Repairing it is very troublesome – one has to remove all the welds on the reinforcement ring before reheating it, and since the curvature of the reinforcement ring has already been adjusted, repairing it is truly inconvenient.
