Normalized plates and post-weld heat treatment

I am manufacturing a device made of Q245R material; due to the properties of the medium involved, post-weld heat treatment is required, and normalized steel plates must be used. According to the information I found, the normalizing temperature seems to be higher than the temperature used for post-weld heat treatment. In that case, it is necessary to specify that the material is normalized steel when selecting it; otherwise, if heat treatment alters the initial state of the steel plate, there is no point in choosing normalized steel. Please discuss whether there are any exceptions.

The main factors that can disrupt the normalized state during the manufacturing process are head hot forming, or thermal straightening during production.
Normalized steel plates are chosen to achieve better overall mechanical properties; this is applicable to the base material of the shell； Post-weld heat treatment is primarily aimed at reducing welding residual stresses, and it is applied to the weld seam. There is no relationship between normalizing the plate and post-weld heat treatment.
Is your post-weld heat treatment a stress-relief heat treatment? If so, generally as long as it does not exceed the normalizing temperature, that is sufficient.
