Expansion joint tie rod issue

The 1200m3 liquid nitrogen tank is equipped with metal bellows expansion joints on both the inlet and outlet valves at the bottom. Judging from its appearance, they are standard expansion joints, but the tie rods have been removed. I was wondering if the tie rod shouldn’t be removed.
The tie rod of a metal bellows expansion joint should be removed after installation, or at the very least loosened.
The tie rod is not removed; it is simply adjusted to the appropriate position based on the expansion coefficient
