Do low-pressure storage tanks belong to pressure vessels?

Is a low-pressure storage tank considered a pressure vessel? Can the wall strength verification for it be done using the stress verification formula from hydrostatic testing?
To determine whether it belongs to a pressure vessel, one must consider the three conditions specified in the regulations for pressure vessels; just mentioning low pressure is not enough for anyone to make such a determination.
Specific parameters need to be provided to determine it.
My design pressure is 0.089 Mpa, which is less than 0.1 Mpa

GB150.1, Clause 1.5 a): Vessels with a design pressure of less than 0.1 MPa and a vacuum level of less than 0.02 MPa are not covered by GB150 and TSG21, General Provisions, Clause 1.3 “Scope of Application””
