We are facing difficulties in selecting an appropriate seal for this application. The seal manufacturers can only provide information on the leakage rate of certain models in ml/h, while the allowable leakage rate for seals is specified on page P22 of HG/T20569 regarding low-hazard substances. I would like to ask everyone: for a highly hazardous substance like phosgene, which standard should be used to determine the allowable leakage rate for the seal?

The parameters of the reactor are as follows: its volume is 2 cubic meters, the inner diameter is 1300, the operating pressure is 0.12 MPa, the design pressure is 0.2 MPa, the operating temperature is 80 degrees Celsius, and the design temperature is 100 degrees Celsius. It has a jacket on the outside through which cooling water at 0.6 MPa pressure flows
