What standards require that, upon arrival at the factory, steel plates be retested for their mechanical properties and chemical composition?
Under specific conditions (see the relevant standards and GB150), the materials need to be retested; under normal circumstances, upon arrival at the factory, the materials are inspected (based on physical samples and quality assurance certificates)

I’ll post a score of 150; the standards specify few requirements for comparison, and they grant a great deal of flexibility to the designers, which is something I agree with. The designer should have a good understanding of the material composition and properties, as well as the conditions under which the material will be used; they are the ones best positioned to decide whether retesting of the material is necessary.
