Can NB/T47040 boiler manholes and handholes be used in pressure vessels?

Can NB/T47040 standards for boiler manholes and access holes be applied to pressure vessels? I’ve seen some organizations using them, but our local inspection agency does not approve it.
The special inspection agency did not state that it was the boiler manhole that could not be used
It can be used; our compressed air storage tanks have always used this type of manhole, and the inspection authorities have raised no objections

It was originally the Boiler Committee and the Pressure Vessel Standards Committee; now it’s the Boiler and Pressure Vessel Standards Committee. Why are they still working separately?
Here, we can use the air storage tanks that come with air compressors; they’re basically used in boiler manholes
