Can pressure vessels be inspected by qualified inspection agencies from other locations?
That can’t be true! Find a local testing agency

Periodic inspections are completely acceptable, but surveillance inspections are not······
Your question is quite interesting. Pressure vessels require supervision and inspection during manufacturing, modification, and major repairs. At present, supervision and inspection are no longer necessary after installation, but registration for use still has to be carried out, and it must be done locally. The institutions responsible for supervision and inspection must be approved by the General Administration of Quality Supervision, Inspection and Quarantine; they are specialized equipment testing agencies with the necessary qualifications. In my opinion, supervision and inspection during the manufacturing process should not be restricted to local or external entities – any qualified agency can carry out such inspections. No special inspection agency would be stupid enough to harm one another, right? Do you still want to make a career out of this? The special inspection agency also needs to submit performance evaluations to its superiors on an annual basis; whether it’s inspection during manufacturing or during installation, it’s best to find someone local for the job
Chapter 8 of the Safety Technical Inspection Regulations for Fixed Pressure Vessels mentions this, without specifying that it must be a local inspection agency. As long as one has the necessary qualifications, that’s enough
Inspect where it is manufactured, and inspect where it is installed.
It is understood that in addition to the inspection agencies affiliated with the local provincial and municipal special inspection institutes, there are currently also corporate-based inspection units; these corporate units offer high efficiency and excellent service. Many provincial and municipal authorities require the units under inspection to cooperate; the hard work falls on those units, which also have to provide food and lodging as well as receive dedicated care, which is quite troublesome. Enterprise-type testing institutions, on the other hand, do not have issues with food, drink, and accommodation.
This issue requires different approaches depending on the circumstances; for example, large containers need to be manufactured in segments and welded on-site, in which case it is advisable to have one party responsible for both manufacturing and on-site welding, along with oversight by another party. It is important to communicate well with the local authorities regarding the selection of the appropriate party. For equipment leaving the factory as a whole, it is better to have local supervision and inspection.
