The two are not the same concept. Please look at a picture, which also illustrates the relationship between the load value and the basic wind pressure value at a certain time.
Wind load is basically calculated based on the basic wind pressure value. When the basic wind pressure is less than 300Pa, the calculation is based on 300Pa.
