It’s a self-tightening, inward-opening hole; it seems quite small, so it’s probably used for observation. It’s a type of manhole or access hole, commonly used on boilers
Hand hole. It is common on many steam drums. Manholes are generally oval in shape and secured with two bolts.

This doesn’t feel like a hand hole,,, it opens like this first. . When it’s opened, doesn’t the stuff on top fall inside? Moreover, it can’t be used to inspect the inside of the container – you can’t even put your hand in there
