Clause 6.4.1 of GB9948-2013 requires that steel pipes with an outer diameter of not less than 70 mm and a wall thickness of not less than 14 mm shall undergo impact testing. Clause 5.1.4(b) of GB/T150.2-2011 requires that steel pipes with an outer diameter of not less than 70 mm and a wall thickness of not less than 6.5 mm shall undergo impact testing. GB/T150.2-2011, in Clause 2 on normative references, requires that for any reference document without a specified date, its latest version shall apply to this document. How should this sentence be understood? Does this mean that the latest version of the GB9948 standard referenced in GB/T150.2-2011 is applicable to GB/T150.2-2011? In other words, should it be implemented in accordance with GB9948-2013 rather than clause 5.1.4(b) of GB/T150.2-2011? I would like to ask my colleagues: which standard should be followed?

If the design standard for the container in question is GB/T150, then it is necessary to comply with the provisions of GB/T150; if there is no GB/T150 as a design standard, then the applicable design standard should be followed.
