Ferrite content in the stainless steel surfacing layer

For the inner walls of the casings of some hydrogen-handling equipment, it is required to weld stainless steel on them, and there are certain requirements regarding the ferrite content in the welded layer. My question is: Are these requirements applied only to the transition layer of the weld? Are there requirements only for the surfacing layer? Are there still requirements for both the surfacing transition layer and the surface layer?
Requirements apply only to the surfacing layer.
The stainless steel referred to by the poster is likely austenitic stainless steel; theoretically, requirements apply only to the transition layer.
