Can someone who has graduated in welding work as the person in charge of pressure vessel design?

The persons responsible for designing the quality control system must have experience in pressure vessel design, as well as an educational background in mechanical-related fields such as process equipment manufacturing (chemical engineering machinery), mechanical manufacturing, and mechanical design.
