What is the purpose of a pipeline with openings?
What kind of tank is this? Is there no reinforcement on the top of the tank? ∥ Is that pipe with an opening the feed/sweep pipe used in heavy oil tanks, designed to reduce the impact of static electricity and prevent backflow? ll What is that thick pipe next to it?
It should be the oil gauge tube that has the small hole.
The thick tube on the left should be the radar remote-level gauge tube, while the thin tube on the right should be the feed pipe.

On the left is the fire foam downcomer.
It should be the limit tube of the float level gauge, used to prevent the float level gauge from drifting within the tank and causing inaccurate measurements.
