Article 15: Units that produce, operate, or use special equipment shall conduct self-inspections and maintenance on such equipment. For special equipment for which inspections are required by regulations, they must submit applications in a timely manner and undergo the inspections. Interpretation of the provision: This article stipulates that entities engaged in the production, operation, and use of special equipment are obliged to carry out self-inspections and tests, as well as maintenance, and to apply for inspections. This provision clarifies the obligation of entities responsible for the production, operation, and use of special equipment to carry out self-inspections, tests, and maintenance on the special equipment under their responsibility, so as to ensure the safety and reliability of such equipment through such self-inspections, tests, and maintenance. Production, operation, and usage units shall also, in accordance with **relevant regulations, promptly declare the equipment and submit it for inspection. 1. Units responsible for the production, operation, and use of special equipment shall carry out self-inspections, tests, as well as maintenance of such equipment. During operation, special equipment can encounter various problems due to internal factors and external influences; regular self-inspections, testing, and maintenance are necessary to ensure its proper functioning. Conducting regular self-inspections and tests enables certain issues to be identified and addressed promptly, ensuring the safe operation of the equipment. It is the obligation of the entities that use special equipment to carry out self-inspections, tests, inspections, and maintenance tasks; it is also an important means of extending the service life of such equipment. If boilers require frequent cleaning of scale and the furnace chamber, or if elevators need regular lubrication and adjustment, these actions can ensure the safe use of the equipment throughout its service life. II. Conduct self-inspections, tests, inspections, and routine maintenance of in-use special equipment in accordance with regulations. Units responsible for the production, operation, and use of special equipment shall establish specific schedules for self-inspection, testing, inspection, and maintenance in accordance with the requirements of safety technical specifications and the specific conditions of the equipment. The items and requirements for self-inspection and testing should be carried out in accordance with the provisions of safety technical specifications and the equipment’s usage, maintenance, and repair instructions. The results of self-inspection and testing must be recorded. Abnormalities identified during self-inspection, testing, inspection, and maintenance must also be recorded, and measures must be taken to address them. Many user units have their own systems for inspection, testing, examination, and maintenance, and have developed relevant record forms. III. Inspecting special equipment, including supervision inspections during production activities and regular inspections of equipment in use, is a fundamental system for ensuring the safety of such equipment. Due to the importance of inspecting special equipment, technical supervision has become as crucial in the safety system for such equipment as administrative supervision. Due to the mandatory and supervisory nature of the prescribed inspections, production, operation, and usage entities are required to file declarations in accordance with the requirements set out in these regulations and to undergo inspections.
