There is no doubt that the main stressed components must be manufactured externally by qualified manufacturers. Where manufacturing supervision and inspection are required, the manufacturing unit must possess the appropriate manufacturing qualifications. According to ASME Code Section 6.1.2.1(3), tube sections, heads, and shell plates that are manufactured separately and have welds, or heat exchange tube bundles joined by welding methods, require manufacturing inspection. In practical operations, a more conservative approach should be adopted; for the manufacturing of any pressure-bearing components that require welding, it is necessary to ensure that the subcontracting factory possesses the appropriate manufacturing qualifications. Under normal circumstances, welding is not outsourced. If there is no welding, the outsourced manufacturing unit does not require a pressure vessel manufacturing certificate.
