Can the pressure vessel be subcontracted to other contractors, with the site located at our company?
Other contractors must have a pressure vessel manufacturing certificate, but it’s better to have one yourself. If you are the client, you can assign the work to someone else; it’s a normal business arrangement. If you are the general contractor, then you need to find someone who holds a license for handling pressure vessels. Otherwise, production is not allowed.
Subcontracting is allowed, but it must be done to qualified entities; on one’s own premises it’s similar to labor subcontracting – as long as the party involved has the necessary qualifications, that’s fine
If all that’s needed are welders from other companies, what are the requirements?
If it’s just to use welders from other companies, is that labor subcontracting?
It’s a gray area; many organizations do this these days.
As long as it complies with your company’s quality assurance system and the welder is employed by your company, there shouldn’t be any major issues

The contract permits it, and the counterpart organization and its personnel have the required qualifications
