Is a atmospheric pressure tower (operating at atmospheric pressure, with a design pressure of, for example, 1.5 kg of absolute pressure) considered a pressure vessel, but not subject to TSG regulations? Is the pressure specified in GB150 absolute pressure or gauge pressure? If it is gauge pressure, then such a constant-pressure tower would not be considered a pressure vessel. If the design pressure is set at 2 kilograms of absolute pressure, it becomes a pressure vessel, but it is still not subject to TSG regulations? Or it might be determined that other conditions are required, but what if we consider only the pressure aspect? I would appreciate some advice from those who are more experienced, thank you!
As the old saying goes, operational pressure is the starting point; but this starting point refers not to getting started with pressure vessels, rather to classification – it’s the starting point for determining whether code compliance is required. If the working pressure is less than 0.1 MPa (gauge pressure), it cannot fall under the regulation of pressure vessels. Whether to follow GB150 depends on the design pressure; regardless of the operating pressure, once the design pressure exceeds 0.1 MPa (gauge pressure) or the vacuum level is below 0.02 MPa, the design, manufacturing, and inspection of this equipment must comply with GB150. Acceptance criteria are regulatory requirements; 150 represents a standard specification. This specification covers aspects such as design, materials, manufacturing, and inspection. In addition to these, acceptance criteria also address matters related to management and use.
For basic chemical processing vessels (tanks, heat exchangers, reactors, towers, etc.), the three standards NB/T 47003.1-2009 \"Welded steel pressure vessels at normal pressure\", GB/T 150-2011 \"Pressure vessels\", and TSG 21-2016 \"Regulations on pressure vessels\" are sufficient to address your needs. Based on the \"applicability scope\" of the first two standards, determine whether a container is a pressure vessel; then, in accordance with the Pressure Vessel Regulations, decide whether it belongs to the \"first category\" of pressure vessels; finally, using the appendices to the Pressure Vessel Regulations, determine what category of pressure vessel it falls into.

Unless otherwise specified, the pressures referred to in the pressure vessel regulations and GB150 are all gauge pressures. The three conditions under which the pressure vessel regulations apply must be met simultaneously; therefore, in the case described by the original poster, where the operating pressure is at atmospheric pressure, it falls outside the scope of application of those regulations, regardless of the value assigned to the design pressure. If the design pressure is less than 0.1 MPa and the vacuum level is less than 0.02 MPa, it also falls outside the jurisdiction of GB150, and in such cases design, manufacturing, inspection, and acceptance shall be carried out in accordance with the standards for tower-type vessels, NB/T47041.
