Issues with boiler qualifications?

I just realized today that in the list of entities authorized to produce special equipment, boiler manufacturing and installation are categorized into two levels of qualification: A and B. When checking the revised TSG 11-2020 regulations on boiler safety technology, boilers are classified into four levels: A, B, C, and D. The scope of these categories differs from one another. Can it be understood in this way? Having obtained the B-class boiler manufacturing qualification, yet still unable to manufacture some B-class or even C-class boilers as specified in the boiler regulations? If anyone who knows boilers is available, could they give some advice? Thank you
The A.B qualifications in the production catalog pertain to the manufacturing and installation processes themselves； The A~D class boilers specified in the TGS regulations refer to the class of the boilers themselves, and there is no connection between the two at all. As for what pressure levels of boilers can be produced with specific Class A and B manufacturing qualifications, it depends on the licensing regulations.
