The flange bolt hole of a high-pressure equipment is not a through hole. There is a 2mm deep groove on the nut side. See the picture below for details. What is the reason?

For example, the flange is an integral flange, such as the upper flange of the pump body, which is directly cast. Countersinking is to allow flat surface contact between the nut and the flange. If it is not countersunk, there may not be good contact between the nut and the flange. As shown in the picture, sometimes the integral flange will have process bosses in some places, and only the countersinking method can be used.
However, the flange of this equipment is made of alloy steel forgings and machined into shape. If this problem does not exist, is there any other use?
Also, whether the flange selected in accordance with the SH/T3406 standard must have countersunk holes, there is no explanation found in the standard.
There is a countersink hole in the standard, but it is not specified. Is it necessary to add it?
