Development of product quality plans

Dear friends: Which department is responsible for preparing the quality plan for pressure vessel manufacturing products? Who is the reviewer? Is it the production department or the quality control department? Thank you for your advice!
Of course, this was written by the quality control department staff; there’s no doubt about that. For the inspector team, the reviewer should be the engineer responsible for inspection.
Our unit mass plan is prepared by the process engineers, and it is approved by the quality assurance engineer
