What documents are required for an organization to apply for a Class D design qualification nowadays?

I’m seeking advice from experts: what documents are required for my company to apply for a Class D design qualification? Previously, it was based on TSG R1001-2008; now this standard has been replaced by TSG 21, and nothing corresponding to it can be found in the new regulations
TSG21-2016 is the safety inspection regulation for fixed pressure vessels; how could it replace TSGR1001? Isn’t TSGR1001-2008 still in force?
What standard has replaced it? Please provide a texture
The new capacity regulations do not replace the licensing rules; they only replace seven specifications
