Should the pressure test report for atmospheric-pressure tanks bear the manufacturer’s seal or that of a third party?
There are no specific regulatory standards; it depends on the requirements outlined in the owner’s contract. However, generally there is third-party inspection, and the test report should be signed and confirmed by a representative of the third party.
Third parties are completely not involved in the pressure testing of atmospheric-pressure tanks.
Atmospheric pressure vessels are generally used for water filling tests; in cases where hydrostatic testing is carried out, third parties are rarely involved, as atmospheric pressure vessels are not within the scope of regulation

For pressure testing of equipment at normal pressure, one can prepare the report oneself; there is no need for a third party to stamp it.
