Pressure vessels – jackets and sealing rings

Recently, I am working on a 4m3 extraction tank with a jacket pressure of 0.35 MPa; the inner cylinder operates at atmospheric pressure. Both the inner cylinder and the jacket are made of S30408 material. The jacket is welded to the cylinder in a sealed configuration. ..Why is it required to meet PT-I grade standards in the blueprint? This equipment doesn’t have a mixer, nor is it made of different types of steel. Please, experts, explain why this requirement exists and which standard it comes from (I checked GB150 and couldn’t find such a requirement there)!

The standard represents the minimum requirement; designers are free to raise the testing requirements.
