How should the foundation of low-temperature circular vault storage tanks be handled?

Our company has an ethylene glycol aqueous solution storage tank at -25°C; it is of the circular vault type with a capacity of 100 m3. The foundation is made of plain concrete on a sand layer. Due to the low temperature inside the tank, the area where the foundation meets the bottom of the tank freezes over a thickness of 200–300 mm, causing the concrete to become frozen and crack and fall off. I would like to ask experts: how should the foundation of a low-temperature circular vault tank be treated? Does the foundation require special treatment?
A frost protection layer must be installed on the top surface of the foundation of low-temperature tanks; this works on the same principle as insulation for pipes.
