When purchasing Q345R (R-HIC) plates and 16Mn (R-HIC) forgings, does the raw material supplier need to undergo a material evaluation by the General Administration of Quality Supervision, Inspection and Quarantine for such materials? Is the HIC test report considered part of the material certificate? Does the purchaser still need to separately request third-party testing and reports?

Are the test reports prepared by the material manufacturer provided to the purchaser as part of the material certification? Or do such tests and reports require the purchaser to pay extra for them to be provided? Does the production of such materials require compliance evaluation?
The technical requirements for procurement should specify the needs for HIC and SSCC testing to the manufacturer; this will prompt the manufacturer to apply stricter quality control measures regarding composition and performance. Such sulfur-resistant materials are more expensive than ordinary ones, and their delivery time is longer, as the SSCC testing takes 30 days. At the final delivery, the manufacturer will provide you with the test report as well. Not all manufacturers are qualified to conduct HIC and SSCC tests; they can delegate these tasks to qualified organizations. Additionally, the hardness of the material is also a key parameter that needs to be specified in the procurement requirements; for materials such as Q245R and Q345R, the Brinell hardness is required to be no more than 200.

You can choose to send samples to a third-party laboratory for random testing and inspection on your own.
