Is it reasonable to use a DN900 steam storage tank at 20% RT with manholes, allowing for inspections to be avoided, and a DN900 fixed-plate heat exchanger on the shell side at 20% RT without manholes, thereby preventing internal inspections? According to GB/T150.4 ； Article 10.3.1d) requires 100% RT for containers that need but are unable to undergo internal inspection after use. In this case, is the shell side of the heat exchanger 20% or 100%?
