Who is responsible for reviewing the welding process?

I would like to ask the senior colleagues: who is responsible for reviewing and signing the welding process operation instructions? Can someone with a pressure vessel inspection certificate do that?

Manufacturing cannot be confused with design. The welding process is used for manufacturing, and of course it must be reviewed by a welding engineer.

When reviewing and signing off on the welding procedure specifications, he is the welding responsible engineer; when reviewing and signing off on design drawings and documents, he is the pressure vessel reviewer.
