For outsourced flanged heads (where the head material is supplied by the manufacturer, the welds are done by the manufacturer, and the non-destructive testing is also carried out by the manufacturer), does the head manufacturer provide a certificate for inspection by the boiler inspection authority? Additionally, for the outsourced flanged conical head, does the head manufacturer provide a quality certificate and an inspection report?
As long as the spliced head is not welded and flaw-tested by the head manufacturer, no supervision inspection is required.

End caps for boilers and pressure vessels manufactured separately, shell plates for spherical tanks, heat exchange tube bundles for pressure vessels, etc., are subject to quality management as outsourced components by the manufacturers of boilers and pressure vessels (including on-site manufacturing and welding; the same applies hereafter). In principle, manufacturing process supervision inspections should be carried out on end caps for boiler and pressure vessels with welds, shell plates for spherical tanks, and heat exchange tube bundles for pressure vessels that are joined by welding. Boiler and pressure vessel manufacturers shall specify the requirements for such supervision inspections in the purchase contract; if the aforementioned components cannot undergo process supervision inspection at their original manufacturer, the corresponding supervision inspection shall be conducted by the boiler and pressure vessel manufacturer.
The general principle for head manufacturing is to avoid welding and inspection, but the pressing and forming unit must be on the manufacturer’s list of approved suppliers and must comply with the manufacturer’s subcontracting procedures.
The heads that are welded and inspected non-destructively by the container manufacturer itself are equivalent to cylinder shells manufactured externally, without the need for the head manufacturer to provide supervision and inspection
