Electric heater temperature category

This is the first time I’m dealing with electric heaters, and I’m not very clear about the concept of temperature categories. Explosive gases have a ignition temperature, and heating equipment itself has a temperature (the standard value refers to the highest temperature on the surface of the equipment). But where exactly does this surface refer to? Does it mean the surface of the junction box, or the entire outer surface of the container? If it refers to the entire outer surface of the container, then the heating medium is usually at temperatures above 300 degrees. In that case, wouldn’t it be impossible to obtain a certification classified as T6?
For electric heaters of clustered flange containers like those shown in the diagram, which part’s outer surface does the maximum surface temperature refer to?
